The Panamanian Ministry of Health implements strict e-cigarette regulations to protect public health

The Ministry of Health (Minsa) today announced sweeping new regulations on the sale, use, and advertising of electronic cigarettes—commonly known as vapes—along with heated tobacco and oral nicotine products. The measures, set to take effect on July 31, 2025, are designed to shield public health by reducing exposure to harmful chemicals such as nitrosamines and diethylene glycol, and to prevent potential long-term respiratory and cardiovascular risks.

Key elements include:

  • Strict Age Restrictions: Sales to minors are unequivocally prohibited, and minors are banned from participating in the sale of these products.
  • Usage in Public Spaces: The regulation bans the use of e-cigarettes in offices, public transport, enclosed public areas (including restaurants, cafes, and places of worship), sports facilities, and common areas in residential and commercial buildings.
  • Advertising and Display Limitations: All forms of advertising, promotion, and sponsorship are forbidden. Retailers must keep products behind closed displays for the first two years after the decree takes effect, and prominently display signage stating that sales to minors are prohibited.

“Protecting our citizens—especially our youth—from the potential hazards of emerging tobacco products is paramount,” said a representative from Minsa. “These measures reflect our proactive stance on public health and environmental safety.”
